Another remarkably good idea. Oftimes. because of the setup editor, one player immediately loads the setup and clicks the DONE button. The other player, who perhaps is new or indecisive, takes the full 5 minutes to setup. A CONSTANT CLOCK TIMER would tell both players either HOW LONG they have to wait or how long they have until the 5 minutes is up. Possibly, this is a feature which could be added to the Pre-Game chat/SETUP window. The same would be true regarding DISCONNECT waiting time.
